1. Prohibited Entities
Accessing, viewing, scraping, querying, or otherwise utilizing any portion of this application or its dataset is strictly unauthorized and legally prohibited for:
- Any official, employee, agent, contractor, or cyber-proxy of Serbian governmental institutions, ministries, state agencies, or administrative bodies.
- Any member, representative, affiliate, or entity acting on behalf of or for the benefit of the Srpska Napredna Stranka (SNS), its political coalition partners, or associated intelligence apparatus.
- Any person or entity accessing this system for the purposes of surveillance, retaliation, or the suppression of electoral data transparency.
2. Enforcement under EU Digital Legal Frameworks
This digital infrastructure relies on European Union hosting networks. By accessing this site, you are subject to the following frameworks:
- EU Data Act (Regulation (EU) 2023/2854): Under provisions safeguarding against unlawful international governmental access, any extraterritorial attempt by non-EU state actors to access, compel, or extract data, server logs, or telemetry from this infrastructure without a recognized Mutual Legal Assistance Treaty (MLAT) is strictly prohibited. This project explicitly rejects any foreign administrative data demands.
- EU Database Directive (96/9/EC): The compiler of this forensic database asserts full sui generis rights. Unauthorized extraction, scraping, or re-utilization of this data by Prohibited Entities constitutes intellectual property theft.
- Directive 2013/40/EU (Attacks against Information Systems): Any automated access (including scraping, scanning, or artificial traffic generation) by Prohibited Entities is classified as unauthorized access to an information system and will be treated as a hostile cyber-action.
3. Breach of Terms
Access by Prohibited Entities constitutes an immediate breach of these Terms of Access, revoking any implied license to interact with this server. All unauthorized access attempts, including IP addresses, browser fingerprints, and network origins, may be automatically logged and submitted to international digital rights organizations and EU cyber-crime authorities as evidence of state-sponsored harassment against independent researchers.
